Abstract
This research examines multistate cooperation through a descriptive analysis of two eastern, waterway agreements. Critically tracing the history of interstate compacts, the literature review consists of diffusion, innovation, and compact scholarship. The interpretation of Supreme Court decisions traces the precedent of the constitutionality of Compact Clause. The first case is the Delaware River Basin Compact which is a formal, interstate compact. The second case is the Chesapeake Bay Agreement which is a less formal, multistate legislative agreement. Varying degrees of state sovereignty are present in each of these agreements which raise the question of whether states enter into them casually or strategically.
